Stuart Semple created BLACK 4.0 after British sculptor Anish Kapoor obtained exclusive rights to use Vantablack (the darkest substance known at the time) for artistic purposes. Semple's response was characteristically direct: he made his own super-black paint and made it available to everyone, except Kapoor.
